Resumen

Tourism is an activity connected to consumer relations that with technological advances is introduced with more dynamism in its management, planning and commercialization. Treated as an strategic activity and inducer to development tourism in Brazil, takes for itself natural areas and great diversity calling the attention of great foreign investors who expect to build hospitality and second home residential complexes which offer further to entertainment, leisure and nature, the opportunity for foreigners to buy properties on Brazilian soil. The presence of foreign investors with the aim of developing tourism activity at Brazilian Northeast means changes in land structure, demographical transformation, and, above all, ecosystems configuration turning the traditional commercial activities into small and beginners’ work related to their being richness generator sources, connected to local cultural manifestations. The Environmental Impact Studies have shown the environmental worries about the building which would be taken over at the beach area of Ceara, besides emphasizing the necessity of human resources qualification, the inclusion of this social class in the decision-making processes, and that they have their necessities and expectations recognized and totally attended. Considering group interests, It claims for united participation of federal, state and local governments as regulators of the tourism activities developing process at Brazilian Northeast, by giving incentive to participative developing plans, in an equalitarian manner and efficient among all the involved ones.
